This one is semi-auto only so it's not a machine gun, which are also legal in the US. This particular PPSh-41 model falls under the definition of a Short-Barreled Rifle or SBR. They're legal in many states and are regulated under the National Firearms Act of 1934. If you want one, you can buy one and file an ATF Form 4 and a few other tasks along with paying a $200 fee and own one of these and be 100% legal.
